| There's been discussion about allowing a woman to succeed to the imperial throne. The Japanese constitution leaves the matter of succession up to the Diet, whose Imperial House Law states that only men can succeed to the throne. If a woman is to become reigning empress, the Diet will have to revise that law. |

| What part of England is Scotland in? |
| England? Britain? The UK? What do you call that place near France? This
can be difficult to understand for anyone, even an Englishman like me,
and sometimes even the government gets it wrong! But here are the basics: Great Britain, is the name of the large island which contains England, Scotland and Wales. People born here are British but usually like to identify with another nation too - they say "I'm English", or "Welsh", or "Scottish". The United Kingdom is Great Britain plus Northern Ireland. These nations share the same government, the same passport and the same money. But Scotland and Northern Island have some power to make their own laws too. We all love Guinness, but it comes from The Republic of Ireland, or Eire. This is a different, completely independent country! Other small islands like Jersey, Guernsey and the Isle of Man are not part of the UK, but are protected by it. The Commonwealth is a group of countries, which mostly used to be British colonies. Queen Elizabeth II is Head of the Commonwealth and also "head of state" of 16 countries including New Zealand, Australia and Canada. If this is all too complicated, remember just one thing: You can safely call everyone from Britain "British", but do not call a Scotsman or a Welshman "English"! |
